My tutorials are written in the way for those who have working knowledge of psp.
Supplies Needed
I used PSPX2 but should work in other versions.
Animation Shop
Scrapkit by Nitwit Collections - Great White North, Lil Bits, Papers
Font of choice - I used the DJB Ashli
Tube of Choice, I used Gorjuss by Suzanne Woolcott
Lets Go!
When resizing always use smartsize!
As a general rule if your kit hasn't been resized, I resize by 20% and then work from that.
Open new canvas 600 x 600, flood fill white.
Open paper of choice for frame I used the bg_lightbluesnowflakes
Resize
Using your preset shape, choose the rounded corner rectangle one.
Width set at 30
Set your foreground colour to the snowflake pattern paper and background to null.
Draw out a rectangle on your canvas.
Convert to raster layer.
New raster layer/flood fill with another paper of choice.
On your frame layer
Selections/select all/float/defloat/modify/expand 5/invert
On paper layer hit delete
Select none.
Add inner bevel to snowflake layer.
Merge down these two layers.
Using your pick tool slightly rotate a little.
Choose a paper for the background of the frame/resize.
New raster layer/flood fill with the paper.
On the frame layer, using your magic wand click the outside of the frame.
Selections/modify/expand 5
Hit delete on the paper layer/select none.
Add tube.
Open the SNOW word art from the lil bits.
Resize/edit/copy/paste as new layers.
Place to bottom of tag.
Open xmas tree & pengiuns/resize.
Edit/copy/paste as new layers.

Open the snowflake wordart/resize.
Edit/copy/paste as new layer, placing in top corner of frame.
Add drop shadows
V&H2
Opacity 50
Blur 5
Colour black.
Open the snowball from the main kit.
Resize
Edit/copy/paste as new layers.
Keep on pasting as new layers
Place them around your frame and at the bottom of the word SNOW.
Resize all layers so your tag is not too big.
Merge all visible.
Edit/copy
Open AS and paste as new animation.
Back in psp click undo
With your mover tool move a couple of the snowballs from the bottom pile.
Merge all visible.
Edit/copy
Over in AS edit/paste after current animation.
Back in psp click undo and repeat the above.
I ended up with 6 frames.
Over in PSP add your name.
Edit/copy your name layer.
Over in AS paste as new animation.
Duplicate so you have the same amount of frames as your snow animation.
Edit/select all
On your animation Edit/select all
Drag over your name and place where desired.
Edit/select all
Animation/frame properties set at 30.
View animation
When your happy save as gif
Your done.
