I used PSP9 but it should work with other versions.
Supplies needed:-
I used scrap kit from Nitwit called Americana, as well as the add on papers Neighbors. This tut would work well with just about any other kit you like as well, see my other example at the bottom. Template by keley HERE WSL Mask 220 HERE

Font for copyright is 5th Grader & font for text is A&S Rister, both are free to my knowledge. Lets Go!
When using scrap kits when you resize them you need to resize using smart size and then sharpen by going Adjust Sharpen or the elements get faded and don't look as good. So when it says resize use this step.
Open your Freedom Trio Template, shift D. Close out the original. Open paper of choice, I used bg_navystars_maryfran. Resize to 600 pixels, copy (Cntrl C), close out, DO NOT SAVE changes. Back to your work in progress (WIP), activate Temp1, select all (Cntrl A), float, defloat, paste into selection. Select none (Cntrl D). Open 2nd paper of choice, I used bg_reddots_maryfran. Resize to 600 pixels, copy (Cntrl C), close out, DO NOT SAVE changes. Back to your work in progress (WIP), activate Temp2, select all (Cntrl A), float, defloat, paste into selection. Select none (Cntrl D). Open 3rd paper of choice, I used bg_flags_maryfran. Resize to 600 pixels, copy (Cntrl C), close out, DO NOT SAVE changes. Back to your work in progress (WIP), activate Temp3, select all (Cntrl A), float, defloat, paste into selection. Select none (Cntrl D).Inner Bevel all 3 templates at these settings: Bevel 2 Width 1 Smoothness 2 Depth 3 Ambience 0 Shininess 0 Color White Angle 315 Intensity 50 Elevation 30 (You may want to save this setting as I love to use this one, it's what I normally use for all my font bevels)
Open up tube of choice, copy & paste as a new layer onto your work in progress (WIP), resize & position to your liking. I used Suazanne Woolcott's Freedom tube. Duplicate twice & move them to each side & below your main tube at 75%. On your main tube, drop shadow: Vertical & Horizontal 0, Opacity 50, Blur 8 & Color Black, shadow on new layer NOT checked. On each of the other two tubes, same drop shadow except, opacity 90, color: a dark color from your WIP, I chose a dark blue & shadow on new layer checked. On your Layer palette, lower the opacity of each of your side tubes to around 50 or 60 or so. This gives the look & feel of faded memories or ghosts almost.
Open up another paper of choice for your masked background. I used bg_flags_maryfran. Resize to 600 pixels, copy (Cntrl C) & close out. DO NOT save changes.
On your bottom layer of your WIP, should be BG, paste as a new layer. Layer, new mask layer from image. Choose your WSL Mask 220. On your Layer palette, on your group raster layer (your mask layer) right click & merge group. You may want to resize this layer by 110% or 125%, or may want to leave it alone, your choice. That layer only, all layers NOT checked. Looking pretty good, huh?
Now to add the pretties. Open up a star, copy (Cntrl C), close. On WIP, paste as new layer (Cntrl L), resize by 25%, repeat, resize by 50% or 75% as needed to get desired size. Position. Drop shadow with these settings:
Vertical & Horizontal 2 Opacity 40 Blur 3.00 Color Black Repeat with another star & another. Sharpen all 3 stars & merge them together. Now you have a small star cluster, you may want to resize it just a bit smaller once they are all merged as one. Make a couple button clusters as well. Don't forget to sharpen & add a drop shadow. I added a little bow with a rotate & a long ribbon under a buttom cluster. Make sure you have added a drop shadow to all the layers you wish to have one on. Make sure you have sharpened all the layers that needed it. Now for the text. (I use this technique on most of my taggies). Click on your ellipse tool. At the top of the screen, click the little down arrow by the A on presets, click the arrow in that box, this will set you back to default settings. Choose circle, line style solid, width 1.00. On your material palette, foreground active (any color will do as we will be erasing it anyway), background color transparent. Drag out, create, a circle, you can drag it out larger by 'pulling' the nodes to make it larger or smaller & by 'grabbing' a solid line of your circle, you can position it anywhere you want. When you are happy with where it's laid out (your text will go on this in an arc shape). Click your text tool. Set it back to default as well, choose your font, I used A&S Rister, but any 'fat' font will work. Size, 28 or 36 should be best. Stroke is either 1 or 2, depending on what looks best, I used 2. Center text. Open paper of choice for text. I used bg_navysolid_maryfran. Resize to 250 pixels. Seamless tile at default settin gs. Change your background color to this pattern, scale 50%. Change foreground color to white.If you hover over the line you just drew, you will get a little A in a boat, that means your text is on your line. Click, add your wording. You can resize your wording just as you normally would by pulling the corners to enlarge or shrink. Add your name (If you haven't already done so). Convert to raster layer. Add inner bevel just as before. Add drop shadow.
Resize to 500 pixels with all layers checked. Add your copyright. Save as JPEG (F12).
