I used PSP9 but it should work with other versions.
Supplies needed:-
I used scrap kit from Sweet Shoppe by Sara Amarie called Buggy Cute, it is a 3 part kit & I used bits from all 3 parts: Lady Bug, Bumble Bee & Dragonfly as well as the add on papers to match. This tut would work well with just about any other kit you like as well, see my other example at the bottom. Scallop flower frame template HERE

Font for copyright is 5th Grader & font for text is A&S Cricket, both are free to my knowledge. Mask is Becky Mask 36, available HERE
Lets Go!
When using scrap kits when you resize them you need to resize using smart size and then sharpen by going Adjust Sharpen or the elements get faded and don't look as good. So when it says resize use this step.
Open new canvas 600 x 600, transparent.
Open your scallop flower frame. Copy (Cntrl C). Paste as a new layer on your canvas (Cntrl L). Open paper of choice, I used saraamarie-buggy-solidpp-red. Resize to 600 pixels, copy (Cntrl C), close out, DO NOT SAVE changes. Back to your work in progress (WIP), select all (Cntrl A), float, defloat, paste into selection. DO NOT DESELECT. Selections, modify, expand by 10. New raster layer, drag it under the layer you just worked on. Open a new paper, I used saraamarie-buggy-solidpp-dkblue. Resize to 600 pixels, copy (Cntrl C), close out, DO NOT SAVE changes. Back to WIP, paste into selection. Deselect (Cntrl D). Inner Bevel both scallop frames at these settings: Bevel 2 Width 5 Smoothness 31 Depth 5 Ambience 0 Shininess 8 Color White Angle 315 Intensity 38 Elevation 42 (You may want to save this setting as I love to use this one, it's called Puff) Select your ellipse tool (Q). Open another paper of choice, I used saraamarie-buggy-solidpp-yellow. Resize to 500 pixels. Reset your ellipse tool back to default by clicking the little down arrow in the preset box at the top of your screen, in that box click the arrow, it will reset you back to default. Mode: Draw circle, show nodes. Line style solid, width 20. On your materials palette, background: transparent & set your foreground to your paper you just opened & resized. Draw out a circle on top of your WIP, arrange it till it just covers the entire inside of your frames & overlaps just a bit, nothing has to be perfect, see my taggie for an example. Convert to raster layer. Inner bevel using previous settings. Click inside circle with magic wand, expand by 10, activate your bottom layers & hit your delete key on both layers to erase any portion that may be showing thru. Select none (Cntrl D). Open up tube of choice, copy & paste as a new layer onto your WIP, resize & position to your liking. I added two tubes, it's up to you. *Quick Tip* If you want a part of your image to hang over your frame & also be tucked behind it as well, paste your image under what is suppose to be tucked in. Duplicate & drag it over the layer you want it to hanging over. With your freehand selection tool, select the top layer portions that are suppose to hidden, delete. Now, if adding a drop shadow, make sure you drop shadow your bottom layer,not your top. (Try it, you'll see what I mean) Open up another paper of choice for your masked background, looks kinda like grass to me. I used saraamarie-buggy-solidpp-grass. Resize to 600 pixels, copy (Cntrl C) & close out. DO NOT save changes. On your bottom layer of your WIP, should be raster 1, paste as a new layer. Layer, new mask layer from image. Choose your Becky mask 36. On your Layer palette, on your group raster layer (your mask layer) right click & merge group. You may want to resize this layer by 110% or 125%, or may want to leave it alone, your choice. That layer only, all layers NOT checked. Looking pretty cute, huh? I added the little saraamarie-bumblebee-confetti behind my tube, but on top of my mask as filler. Open, copy (Cntrl C), close out, paste as new layer (Cntrl L), resize by precentage till your happy. Back to your top ring, click inside with your magic wand, expand by 10, invert. Activate your confetti layer, hit your delete key on your keyboard. Voila! (This would be really cute animated like glitter too) Now to add the pretties. Open up flower of choice, copy (Cntrl C), close. On WIP, paste as new layer (Cntrl L), resize by 25%, repeat, resize by 50% or 75% as needed to get desired size. Position. Drop shadow with these settings: Vertical & Horizontal 2 Opacity 40 Blur 3.00 Color Black Repeat with another flower & another. Sharpen all 3 flowers & merge them together. Now you have a small flower cluster. Make another cluster, or two if you like. Position one or two or three flowers behind your scallop frame. Don't forget to sharpen & add a drop shadow. Now add your bugs, just like above. Open the ladybug. Copy (Cntrl C). Close. Paste on WIP (Cntrl L). Resize by 25%, resize till the perfect size. Position. Add drop shadow. Repeat with the bumble bee & the dragon fly. Duplicate them if you like & then duplicate, image mirror or flip to give a different perpesctive. Drop shadow & sharpen each one. I added a little bow with a rotate. Make sure you have added a drop shadow to all the layers you wish to have one on. Make sure you have sharpened all the layers that needed it. Now for the text. (I use this technique on most of my taggies). Click your text tool. Set it back to default as well, choose your font, I used A&S Cricket, but any 'fat' font will work. Size, 28 or 36 should be best. Stroke is either 1 or 2, depending on what looks best, I used 2. Center text. Open paper of choice for text. I used saraamarie-buggy-solidpp-purple. Resize to 250 pixels. Seamless tile at default settings. Change your background color to this pattern, scale 50%. Open another paper for your foreground color, I used saraamarie-buggy-solidpp-yellow. Repeat as you just did with the bg papers. Click on WIP, add your wording. You can resize your wording by pulling the corners to enlarge or shrink. On your layers palette, click the plus sign on the vector layer of your text. Right click on your name. Convert text to curves, as character shapes. Now each of your letters is a layer all of it's own. If you click each letter individually in your palette, you can twist, turn or enlarge or shrink to your hearts content. Convert to raster layer. Add inner bevel just as before. Add drop shadow.
Resize to 500 pixels with all layers checked. Add your copyright. Save as JPEG (F12).
