I used PSP9 but it should work with other versions.
Supplies needed:-
I used scrap kit from Nitwit called Americana. This tut would work well with just about any other kit you like as well. I used a plug in from Loka's Software called Gel. It is a pay plug in. You can get similar results by playing around in your inner bevels & drop shadow though. Vix Mask 41 HERE

Font for copyright is 5th Grader & font for text is 1 Snappy DNA & Cheri, all are free to my knowledge. Lets Go!
When using scrap kits when you resize them you need to resize using smart size and then sharpen by going Adjust Sharpen or the elements get faded and don't look as good. So when it says resize use this step.
Open your border flag, resize to 500 pixels wide. Copy. Close out the original. On a new blank 600 x 600 transparent image, paste as new layer. Move tot he top center, leaving a small space at the top of your flag.
I chose to use an image & tube both from Suzanne. Please feel free to use any of your own choice. Open up the quilt in the scrap kit, resize to 300 pixels, copy & close out. DO NOT save changes. Paste as a new layer on your work in progress (WIP). Open your image of choice, copy & paste over your quilt. Resize so it fits almost into your white middle square of the quilt.Select your magic wand, tolerance set at 40. Select inside the white on the quilt. Expand by 1 pixel, invert. On your image layer hit the delete key. Inner bevel using these settings: Bevel 2 Width 1 Smoothness 2 Depth 3 Ambience & Shininess 0 Color White Angle 315 Intensity 50 Elevation 30 Merge down onto your quilt layer. Rotate layer 20 degrees to the right & position the top square just hanging onto your flag banner. Make sure you sharpen your quilt, especially after rotating it. Add a button to 'pin' it on. Add a little button trio to the bottom of the quilt corner. Make sure you sharpen & drop shadow each of your layers. Add your tube of choice to the left of your quilt square. I added a ribbon to her to cover her cut off bottom. Again, sharpen & drop shadow. Open background paper of choice. I used bg_flags_maryfran. Resize to 600 pixels. Copy & close out original. DO NOT save changes. Paste onto your background image of your WIP. Should be raster 1. New mask from image, choose your Vix mask 41. On your layer palette, merge that group. Open up your alpha to the scrapkit, or make your own text. Resize & position your text over your flag banner. Make sure you sharpen & drop shadow each letter.
Now for the text. For the word 'Spirit', I used font 1 Snappy DNA in dark red. I rotated it about 20 degrees to the right, to match my quilt square. Convert to raster layer & my plug in Lokas Software Gel with these settings: Bevel Width 12 Bevel Depth 50 Angle is at 10:30 (If viewing it as a clock face) Color overlay checked with a dark red color from your image Color opacity 100 Add drop shadow. Add your name at the bottom, I used font Cheri. Again with the Gel plug in, but I used a dark blue from my image instead of red this time. Add your drop shadow. Resize to 500 pixels with all layers checked. Add your copyright. Save as JPEG (F12).
